Great Places celebrates completion of Foxhall Village as regeneration continues in Blackpool
We recently welcomed partners and stakeholders to Foxhall Village to celebrate the completion of the next phase of the flagship Blackpool development, which has delivered 88 affordable homes for local people.
Hosted by Great Places, the event brought together leaders from Blackpool Council, Blackpool South MP Chris Webb, Homes England and Tyson Construction, and colleagues involved in delivering the scheme.
Guests heard from Helen Spencer, our Executive Director of Growth; Jeremy Whittle, Managing Director of Tyson Construction; Cllr Dave Flanagan, Cabinet Member for Housing at Blackpool Council; and Chris Webb MP before taking part in a ribbon-cutting ceremony to officially mark the completion of the development.
The event marked the completion of west site at Foxhall Village, a development that has helped transform a former brownfield site close to Blackpool town centre and seafront into a new neighbourhood for local families.
The development is a major part of Blackpool Council’s plan to restore central Blackpool back to its heyday as an area where families want to raise their children.
Since plans for the scheme were first developed in 2011, 282 new homes have been built at Foxhall Village, including a mix of market sale, social housing and shared ownership properties, all playing an important role in bringing much-needed family housing back into the area, alongside new public spaces and improvements to the surrounding neighbourhood.
Foxhall Village is a major part of Blackpool Council’s housing led regeneration around central Blackpool and across the town. The new housing has replaced old industrial units, as well as run down B&Bs, when the first phase started in 2014.
The regeneration is having an impact, with the phase one area improving by 52 places in the government’s recent deprivation rankings.
In the last ten years, almost 700 new social homes have been built across Blackpool, including fresh development at Foxhall Village and Grange Park, as well as improved replacement housing at Queens Park and Mereside.
Blackpool Council’s own housing company has also purchased over 700 properties in the private rented sector and transformed them into quality accommodation.
The Foxhall Village shows the town’s blueprint for housing regeneration, with future phases at Foxhall Village being explored, as well as plans submitted for 230 new homes and improved neighbourhood nearby off Central Drive.
The completion of the west site, delivered by Great Places in partnership with Blackpool Council and Homes England, has provided a further 88 homes for affordable rent, including a mix of two, three and four-bedroom houses and apartments. The £19.5 million development also includes landscaped walkways, cycle routes and public open spaces connecting customers to both Blackpool town centre and the seafront. The first customers moved into their homes in March 2025, with the final handover completed this month.
The completion of the development follows a collaborative effort by Great Places, Blackpool Council and Homes England to secure the future of the scheme after the original developer entered administration in 2019. Together, the partners developed plans to deliver the remaining homes and complete the vision for Foxhall Village.

The first two phases delivered 194 homes, including 79 affordable homes managed by Great Places. With the completion of the west site, the vision for one of Blackpool’s most significant housing-led regeneration schemes has now been realised.
Foxhall Village has been delivered alongside wider investment in the area, amid a £2bn growth and prosperity programme across Blackpool. This include targeted intervention in central Blackpool, including a major housing led regeneration of nearby Central Drive, a new community sports village at Blackpool FC, attracting major new investment to a create a new leisure scheme at Blackpool Central, private sector investment at neighbouring Festival Leisure Park, and a new masterplan for Revoe Park.
Blackpool Council is now exploring opportunities to complete the scheme with new housing development at the corner of Central Drive and Rigby Road.
